"Special School Bus Production Enterprises and Product Access Management Rules" was formally implemented on August 1.

In this regard, the State Council attaches great importance to putting the safety management of special school buses into the legal system, establishing the requirements for the safety management system of school buses, and clarifying the responsibilities of the government and relevant departments for the safety management of school buses. In order to implement the “Regulations on School Bus Safety Management”, the Ministry of Industry and Information Technology, in conjunction with the duties such as the management standards and the “Various Bulletin” of the management vehicle, organized and implemented the “Professional School Bus Safety Technical Conditions” and “Specialized School Bus Seating Systems and Their Vehicle Mounts. "Intensity," the study and formulation of the two mandatory national standards, carried out special school bus production access management work, and formulated the "Specialized School Bus Production Enterprises and Product Access Management Rules" (hereinafter referred to as the "Access Rules". The "Access Rule" has been issued by the Ministry of Industry and Information Technology and will be formally implemented on August 1.
The issuance and implementation of the "Entry Rules" will further standardize the access management of China's special school buses, maintain the market order of special school bus products, ensure the consistency of special school bus production, improve the safety performance of special school bus products, and ensure the personal safety of school bus students.
In accordance with the overall requirements of the "Regulations on School Bus Safety Management", the "Access Rule" mainly grasps three principles: First, private school bus companies should first have the qualification for passenger car production; Second, their access conditions should be higher than that of ordinary passenger car companies; There must be too few manufacturing enterprises, effective competition, and monopoly protection.
The "Access Rule" puts forward four new requirements for the admission conditions of private school buses:
First, all private school bus manufacturers are required to meet the access conditions. In order to effectively guarantee the quality and production consistency of special school buses, and to prevent them from proceeding at one stroke, the "Access Rules" stipulates that new enterprises and existing school bus manufacturers must meet the access conditions. The existing “access rules” for all types of vehicles only require existing enterprises that have changed their new business and basic conditions to meet the access conditions, and existing companies that have not changed their basic conditions do not require access assessment.
The second is the establishment of a special school bus production qualification period and exit mechanism. The “Entry Rules” stipulates that the special school bus production qualification period is valid for three years, and stipulates that companies that cannot continuously meet the access requirements, or fail to fulfill production conformity and after-sales service commitments, or that cannot meet the requirements of laws, regulations and standards, shall stop their Dedicated school bus production qualifications, revocation of special school bus products "Announcement."
The third is to increase the requirements for corporate integrity. The "Entry Rules" regards "the record of warnings and penalties for product quality and safety problems that have been issued to the competent authority of the State Council or the local provincial government department for three years" as one of the conditions for enterprise entry; and it requires the enterprise to apply for entry. It is necessary to submit relevant commitments, and to fulfill their commitments as one of the conditions for supervision, inspection, and continuation of production qualifications.
The fourth requirement is that the applicant company has a certain bus production performance. The “Access Rule” places the number of passenger cars of the same category in the first three years of application as one of the conditions for entry into the enterprise.
The issuance and implementation of the “Entry Rules” is the establishment of the Ministry of Industry and Information Technology. It has established three new energy vehicles, motorcycles, special vehicles and trailers, three-wheeled vehicles and low-speed trucks, commercial vehicles and passenger vehicles. On the basis of the access management system for large-scale vehicles (ie, automobiles, motorcycles, and agricultural vehicles), the first access management for a specific type of automotive products indicates that China’s vehicle production access management system is continuously refined. It is conducive to institutionalize the order of the vehicle market. This is also a concrete manifestation of the management of the “Bulletin” of the vehicle as an item of administrative licensing and implementation of the principles of openness, fairness, impartiality, and convenience for the people as stipulated in the Administrative Licensing Law.
In the next step, the Ministry of Industry and Information Technology will further strengthen the management of special school bus access. It mainly carries out four aspects of work:
The first is to publicize the "entry rules" and require existing passenger car production enterprises to meet the access conditions stipulated in the "Access Rules" on schedule.
The second is to strictly implement the national standards for special school buses, clean up the “publications” of existing private school bus production enterprises and products, and revoke products that do not meet the standards.
The third is to carry out special school bus inspections and production supervision special inspections, supervise and urge inspection agencies to carry out objectively and impartially, truly and accurately carry out inspection work, urge enterprises to strengthen production consistency management, and ensure the production of qualified school bus products.
The fourth is to require all testing organizations to seriously study relevant standards, improve relevant detection capabilities, and strictly implement the relevant standards.
