However, a large-scale recall event by the same car brand, or an unusually rare car recall in the same area, can easily lead to misgivings: The former will inevitably leave the original intention of the company to pursue “perfect” and only stay at the level of error correction. The latter, on the other hand, reflects that the recall system has not been fully implemented and that consumers’ rights and interests are inevitably impaired.

For many domestic commercial vehicle companies, their performance on the recall does not seem to be sufficiently active. However, after comparing the differences in the recall system between Chinese and foreign commercial vehicles, the reporter found that the status quo is “overworked” and there are actually many “behind the scenes” reasons that are not noticed.

Not enough attention

However, between the two recalls of imported auto products, domestic commercial vehicle companies rarely recalled. Moreover, compared to the foreign commercial vehicle market over the same period, the United States alone took the example. In less than half a year, several commercial vehicle recalls occurred. It is not difficult to see that domestic commercial vehicles do not have a recall, and it is not necessarily that their products are 100% perfect. However, domestic commercial vehicle companies still do not pay much attention to the recall of the domestic market, and the government’s relevant departments also need to pay more attention to this issue.

"It is because our recall system has not yet formed a perfect system and cannot enforce the same compensation measures from the legal level." This is also a price paid by many consumers in China.

System differences are not small

When it comes to the recall system, the United States has always been on the same view of commercial vehicles and passenger cars. The "National Traffic and Motor Vehicle Safety Law" (hereinafter referred to as the "Safety Law") promulgated and implemented in September 1966 has incorporated commercial vehicles into the scope of the recall from the beginning to the end. Statistics show that so far, the United States has recalled more than 200 million vehicles in total.

In contrast, the domestic recall of commercial vehicles began on August 1, 2007. At that time, buses were formally included in the recall scope. On September 1, 2009, China began to implement the truck recall system, but the effect has not been obvious.

Comparing the differences in the recall system between the United States and China, the implementation time is not only different, but also the nature of the recall system is not the same. In the United States, the recall of the relevant "safety law" is a legal category; in our country, the "rules" concerning recalls are only an administrative provision.

In addition, the relevant regulations also show that the U.S. government has the right to require companies to recall vehicles in question. If they are not recalled in a timely manner, companies and related legal persons will be subject to a fine of US$15 million or more, which is more likely to be imposed for a period of up to 15 years. imprisonment.

In China, the executive unit responsible for the recall is the AQSIQ, which uses a dual-track system of mandatory recalls and voluntary recalls. This not only gives companies the opportunity to improve their products, but also lays the groundwork for enterprises. Hidden dangers and poor supervision are inevitable.

Even more lethal is that in China, once a company deliberately conceals a defect in a product or refuses to recall it, the cost of the violation it faces is also rather small. Luo Lei, deputy secretary-general of the China Automobile Dealers Association, said that fines of 10,000 to 30,000 yuan are nothing more than "drizzle" for many car companies.

At the same time, China lacks corresponding channels for the content of quality information required for recalling vehicles. It also lacks experience in the determination of traffic accident liability. In addition, many policies have not been strictly implemented. Some automobile-related standards have not yet been perfected, and the popularity of the recall system has also changed. It's getting harder.

The industry has a lot of ills

In the face of the recall of commercial vehicles, which has always been a “difficulty to achieve”, many consumers believe that this does not reflect the fact that domestic commercial vehicle companies’ automotive products are not flawed and do not need to be recalled. On the contrary, it precisely reflects the old problems that some companies have faced with in order to avoid problems.

However, besides complaining that the company's own behavior is relatively “lagging”, are there other reasons that prevent the company from embarking on the formal recall?

In this regard, it must be mentioned that the reason why China’s auto recall system is still not perfect is related to the use environment of domestic commercial vehicles and the market order that has been formed over the years.

Relative to passenger cars, the threshold for commercial vehicle manufacturing has been relatively low, and the production scale and process standards of domestic commercial vehicle companies are quite different. Many companies do not even have a perfect after-sales service supporting system. This also determines that once the strict implementation of the recall, many commercial vehicle companies will inevitably be "injured" or eliminated.

At the same time, the car environment for commercial vehicle users is also extremely complicated. Take heavy-duty trucks as an example, it may experience concentrated tests of extreme heat to extreme cold, plains to mountain roads and other road conditions within three or five days, which also makes the problems encountered by the products become very diverse; The market conditions are complex, overloading exceeds the limit, and there is no limit to the recall of problem vehicles.

Furthermore, domestic commercial vehicle users have always had relatively little awareness of recalls. Some users still think that the quality of recalled products is even worse. This has led some companies to fear the appearance of this consumer psychology. They have simply passed through the problems, rather than directly recalling them, resulting in a “vicious circle”.

The loss caused by commercial vehicle accidents is far greater than that of passenger vehicles. At present, the safety and reliability of commercial vehicles in China are poor. Therefore, China’s commercial vehicle recall system should be improved as soon as possible, and auto enterprises and consumers should be faced with recalling issues to further regulate domestic commercial use.
