I. Subsidies and Standards

(a) The subject of subsidies. The target of subsidies for the promotion and application of local financial subsidies for new energy vehicles in Wuhan (hereinafter referred to as local financial subsidy funds) is consumers. When a new energy automobile production or distribution company sells vehicles for new energy vehicles in Wuhan, it shall publicize the sales price and the amount of central financial subsidy funds and local financial subsidy funds available to consumers, and after deducting the central and local fiscal subsidy funds, The amount is settled with the consumer.

(b) Subsidy standards. On the basis of the central government's special financial subsidies, Wuhan City will purchase pure electric vehicles and plug-in hybrid vehicles (including incremental vehicles) with wheelbases greater than 2.2 meters, which are purchased by units and individuals, in accordance with 50% of the central government's subsidy for bicycles. Local financial subsidy standards; for units of pure electric vehicles and plug-in hybrid vehicles (including incremental vehicles) with a wheelbase less than or equal to 2.2 meters purchased by units and individuals, the local financial subsidy standard shall be determined in accordance with 20% of the central government subsidy for bicycles; For fuel cell vehicles purchased by units and individuals, the local financial subsidy standard shall be determined in accordance with the ratio of 1:1 for the central financial subsidy.

Second, the capital declaration

(I) When asked to report

After Wuhan Municipal Government issued a special subsidy fund for the central government, it will initiate the application for local financial subsidy funds, and in principle once a year.

(II) Declaration subject

1. New energy automobile manufacturers (including group companies) registered in this Municipality, as the reporting entity of local financial subsidy funds, are responsible for filing with the Office of the Leading Group for the Promotion, Application and Industrialization of New Energy Vehicles (hereinafter referred to as the Municipal Promotion Office). Registration, the implementation of local financial subsidy funds reporting, and assume the relevant duties and obligations.

2. New energy automobile manufacturing enterprises that are not registered in this Municipality shall be authorized to entrust a (only) automobile sales company registered in this Municipality with independent legal person qualification as the reporting entity of local financial subsidy funds, responsible for the registration of registration with the Municipal Promotion Office. , carry out local financial subsidy funds declaration work, and assume related responsibilities and obligations. During the authorization period, if the authorization changes, the manufacturer, the original authorized company, and the newly authorized enterprise shall jointly submit the change certification materials to the Municipal Promotion Office for registration.

(III) Application Information

The reporting entity shall submit the following declaration materials in a timely manner.

1. Application report on the promotion and application of local finance by Wuhan New Energy Vehicles; 2. Application of local financial subsidies for the promotion and application of Wuhan New Energy Vehicles; vehicle summary tables and schedules; 3. New Energy Vehicles Promotion and Application Vehicles in Wuhan Obtained the original proof of the central government's special subsidy for the funds; 4. Wuhan's new energy vehicles to promote the application of local financial subsidy funds to apply for a copy of the vehicle sales invoice and driving permit; 5. Wuhan's new energy vehicle application rate of vehicles included in Wuhan New Energy The original certificate of the vehicle monitoring and management platform (submitted after completion of Wuhan New Energy Vehicle Monitoring and Management Platform).

Third, the financial review and release

(a) data processing. The reporting entity shall report the application materials to the Municipal Promotion Office within 10 working days from the date of the notification of the application for the local financial subsidy fund of Wuhan City.

(b) Preliminary examination. The Municipal Promotion Office will conduct a preliminary review of the acceptance materials, mainly reviewing whether the reporting unit is qualified for reporting, and whether the application materials are complete, normative, and meet the relevant requirements.

(c) review by a third party agency. The Municipal Promotion Office entrusts third-party agencies to carry out comprehensive and professional examinations and form a written review in accordance with the requirements of the Municipal People's Government's Circular on Accelerating the Promotion and Application of New Energy Vehicles (Wu Zheng (2017) No. 43). report.

(d) Compliance review. The Municipal Promotion Office took the lead in organizing the Municipal Development and Reform Commission, the Finance Bureau, and the Science and Technology Bureau and other relevant departments to convene special meetings to focus on reviewing the review reports and reviewing materials. After reaching an agreement, a fund withdrawal application report will be formed and publicized on the official website (publication period 5 working days). The publicity will be no objection and will be submitted to the leading group for the promotion and application of new energy vehicles and industrialization in the city.

(5) Funds are issued. After the city's leading group for the promotion, application and industrialization of new energy vapors, the city's new energy vehicle local financial subsidy funds management department is responsible for timely withdrawing local financial subsidy funds in accordance with procedures.

(6) Supervision and inspection. After the local government subsidy funds are withdrawn from Wuhan, the Municipal Promotion Office will take the lead in organizing the Municipal Development and Reform Commission, the Finance Bureau, the Science and Technology Bureau and other departments to supervise and inspect the declared vehicles, and the relevant declaration materials and supplementary materials provided by the reporting entity shall be true. On-site verification. According to the verification results, a list of honesty and trustworthiness will be established, and the untrustworthy companies will be punished in accordance with the law; enterprises that violate the rules and seek compensation for fraudulently obtained local financial subsidy funds through false means and false leads will, once verified, be forced to return illegally to seek and defraud. Funds, terminate the enterprise's qualification to apply for local financial subsidy funds, and impose penalties on the enterprise and related personnel in accordance with relevant regulations. Alleged crimes shall be investigated and dealt with by the judicial authorities.

Fourth, the relevant requirements

(1) New energy automobile production and sales enterprises shall disclose basic vehicle performance information to the public in a timely manner, ensure the sales of new energy vehicles and road motor vehicle production enterprises and product announcements, and promote the application of new energy vapor rates. be consistent.

(2) The new ex-factory automobile production enterprises of new energy vehicles must install remote monitoring equipment such as on-board terminals, establish a corporate monitoring platform, fully and truly reflect the operation of the vehicles in real time, and harmonize the interface and data exchange agreements in accordance with the relevant national requirements. The monitoring data are respectively accessed to national and local monitoring platforms, and the sales and operating companies will report relevant information in a timely and accurate manner.

(C) The new energy and gas production, sales and operation enterprises and the reporting entities shall actively cooperate with the relevant departments of the central, provincial and municipal authorities in conducting the assessment and inspection of the promotion and application of new energy vehicles; they shall actively fill in the registration registration materials and submit new monthly reports. The sales of energy vehicles are responsible for the authenticity of the materials and data provided, ensuring that they are objective, comprehensive and true.

(4) The production, sales and operation enterprises of new energy vehicles and the reporting entity shall submit the application materials and supplement relevant materials within the prescribed time. Because the reporting entity failed to report on time due to its own reasons, or the application materials were incomplete or non-standard, the subsidy could not be made within the current year, and the City Promotion Office would organize the application for the next year. Affected by changes in national and local policies, it is impossible to organize the application again. The reporting entity itself is negatively valuable.

V. The Implementation Regulations shall be interpreted by the Municipal Promotion Office.

6. The Implementation Rules shall be implemented as of the date of promulgation and shall be valid until December 31, 2020.
