Guangxi enacts environmental protection plan to cope with pressure on coastal industries

In response to the current state of the marine environment and the pressure brought about by the development of the coastal industry in the future, Guangxi has recently promulgated the “Guangxi Marine Environmental Protection Plan” and has made plans for the basic objectives, main tasks, and safeguard measures for the marine environmental protection in Guangxi before 2015.

At present, a number of petrochemical, steel, paper, electricity and other projects are seeking or have settled on the coast of Guangxi, and the coastal infrastructure congressional battle has also been carried out to the second phase. Guangxi's marine development is constantly expanding in depth and breadth. With the opening and development of the Guangxi Beibu Gulf Economic Zone, during the “Eleventh Five-Year Plan” period, the development of a large port, large industry, and large logistics will take place on the Guangxi coast, which will bring greater pressure on the environment.

The "Plan" proposes the overall objective of marine environmental protection, short-term goals and medium-term goals, of which the most recent (2006-2010) goals are: to fully enhance the marine environmental protection capabilities of Guangxi coastal areas, and gradually increase environmental remediation efforts, the environmental pollution of local sea areas. With the control, the damage to the ecological environment has been alleviated, and the environmental quality of the bays in key sea areas has improved significantly.

The “planning” requires the establishment of a coastal marine resources, environment, disaster, and management information system; the establishment of a coastal marine ecological disaster emergency response system, and the formulation and implementation of various types of marine disaster prevention plans; during the planning period, it will enable marine nature reserves and marine protected areas. The total area is up to 3% and 2% of the total area under the jurisdiction of the sea area; 90% of the land-based sewage outlets meet the discharge standards; before 2010, large and medium-sized ports and marine projects such as Fangchenggang, Qinzhou Port, Beihai Port, and Tieshangang Port should all be completed. Install waste water, waste oil, garbage collection and disposal equipment.

At the same time, the "Planning" also proposed to further improve the marine environmental protection law and regulations system, strengthen marine law enforcement, increase capital investment in marine environmental protection work, strengthen research and application of marine environmental science and technology, and international cooperation in marine environmental protection, etc. Ensure the smooth implementation of the plan.
